Men having ejaculatory dysfunction will be unable to get their partners pregnant.  There are many types of dysfunction:

The most common among such dysfunctions is premature ejaculation. Sometimes this can be so severe that the man is not able to deposit the semen in the vagina because he ejaculates before vaginal entry. In the case of delayed ejaculation, it can take so long for the man to ejaculate , that he gets tired or his wife gets fatigued, before he can deposit his semen intravaginally. In retrograde ejaculation, the semen is forced backwards into the bladder , instead of being propelled forward through the urethra into the outside world. Anorgasmia or anejeculation means that the man is not able to ejaculate.
